Norwalk mayor questions operating cap increase

NORWALK -- Mayor Richard Moccia is questioning the Common Council finance committee's decision Wednesday to increase the city's proposed 2009-10 operating budget by $1.1 million.

"I don't think anyone has come forward with any ideas with how we are to raise that money," Moccia said. He rejected raising property taxes.

While Finance Director Tom Hamilton recommended setting the budget at $262.5 million, a 2 percent increase over this fiscal year, the finance committee approved at $263.6 million operating spending plan.

The city's Board of Estimate and Taxation cannot approve a higher operating budget than proposed by the committee, but it can come in with a lower operating budget. It will adopt the operating budget and set the tax rate on May 4.

Finance committee member Democrat Michael Geake defended the increase, which he said would mean an overall tax hike of about $27 per year for the average taxpayer.

"That works out to about 8 cents per day," he said.

But Republican committee member Richard Bonenfant said the hikes, if ultimately accepted by the BET, will either result in higher taxes or job cuts.

"You can find the money by hiking up the tax rate, but some of us don't want to do that. Or you can lay off people to find that money in the budget," he said.

The city is faced with cutting 30 positions under the operating budget Hamilton proposed. It has also offered early retirement.

Bonenfant joined Republican Douglas Hempstead in voting against increasing the school board's operating budget by 2.75 percent.

However, Geake and three fellow Democrats, Carvin Hilliard, Amanda Brown and Anna Duleep, outvoted them.
